Dance enthusiasts the duo of Namrata KC and Kripa Bajracharya established an organisation, Asthetic Dance Studio, with the aim of adding a brick to the almost non-existent Nepali dance scape. The studio specialises in Kathak dance, a classical dance form that originated in India; Kathak is a term derived from the Sanskrit Katha, which translates to telling a story. The duo’s goal was to popularise the narration of tales through dance, a task the organisation has taken to heart. “What we strive for is to present an art form that works as a confluence of dance and the fine arts, and one that gives ample room for storytelling and music,” says Namrata KC. Not long after the formation of Aesthetic Dance Studio, the duo ventured into hosting a dance workshop Kathakanksha that ran for a month at the Rastriya Nachghar in the Capital, and featured a total of 20 aspiring dancers and artists. Following that, the duo directed a musical Swan Lake collaborating with actor Najir Hussein.

Aesthetic Dance Studio, still in its infancy, has now come up with another project this time a play, titled Jyanmaya which is currently being staged at the Mandala Theatre in the Capital. The play is a dramatisation of the peerless Sharu-Bhakta’s epic of the same name. Speaking about the conception of the play, KC, who directed the play, said, “Poetry has always fascinated me. We wanted to stage a drama and were mulling over the sources. Then one day, while we were discussing Jyanmaya in a coffee shop, Anup Baral approached us and said that this would be the apt source, which only fueled our excitement. We confirmed that Jyanmaya, which is a long tragic poem in verse about the rustic life in western Nepal, would be the one.” The team then went on to provide a month-long course that also involved rehearsal of the play featuring a dozen artists, dancers and non-dancers, who are featured in the play. Jyanmaya takes off with a series of deftly choreographed sequences which tickles the audience’s fancy and keeps them baited for what lies in store. A unique amalgam of poetry, music and dance, the play tells a simple story with the use of expression and a minimal use of dialogues. Whatever dialogue it uses, it derives from the epic poem itself.

पोखरा, ३ कात्तिक । बिरौटाकी १७ वर्षीया रेनु (नाम परिवार्तन) लाई फेसबुकले ठूलो समस्यामा पार्यो। उनी मात्र होइन उनको परिवारको प्रतिष्ठामा आँच आउने कर्म फेसबुकमा भयो। रेनुकै मोबाइल नम्बरबाट खोलिएको फेसबुक खाताको प्रोफाइलमा राखिएको तस्बिर पनि उनकै थियो। तर, त्यो तस्बिर भने उनले राखेकी थिइन्। त्यही तस्बिरले रेनुलाई मात्र होइन, उनका परिवार र फेसबुकमा रहेका सबै साथीलाई फसादमा पार्यो।रेनुलाई विदेशमा रहेका उनका दाइले एकाबिहानै फोन गरे। फोनबाट उनले भने, ‘के फोटो राखेको तेरो दिमाग त ठिक छ ? , रिमुभ गरी हाल त।’ अघिल्लो रात ११ बजेसम्म च्याट गरेर सुतेकी रेनुलाई अचम्म लाग्नु स्वाभाविकै थियो। दाइको फोन राख्न नपाउँदै हतार–हतार उनले आफ्नो मोबाइलमा फेसबुक हेरिन् तर खुलेन। रातारात उनको फेसबुकमा आएको समस्याले तनाव बनायो। फेसबुक नखुलेको कुराले भन्दा पनि उनलाई कस्तो फोटो राखिएको छ भन्ने कुराको बढी चिन्ता भयो।

त्यत्तिकैमा उनले आफ्नो नजिकको साथीलाई फोन गरिन्। ‘ओई मेरो फेसबुकमा कस्तो फोटो अपलोड भएको छ र हेर त अर्जेन्ट छ के,’ उनको साथीले फेसबुक खोल्दा तीन छक्क परिन्। रेनुलाई फोन गरिन् र भनिन्, ‘ओई खत्तमै भए छ नि, तेरो त हाफनेकेड फोटो हालेको छ त।’ रेनु छाँगाबाट खसेजस्तो भइन्। ‘ए भगवान यो कसरी भयो’ भन्दै रेनुले फोन राखिन्। रेनु हाँसेको र सेतो रुमालले स्तनको थोरै भागमात्र छोपेको फोटो अपलोड भएको रहेछ। कसरी भयो ? कसले गर्यो ? भन्नेतिर भन्दा त्यो फोटो कसरी हटाउन सकिन्छ भनेर उनले छटपटाउन थालिन् र साथीहरूसँग सल्लाह लिइन्।

फेरि उनले आफ्नो बहिनीको फेसबुक अकाउन्टबाट खोलेर हेरिन्। उनले त्यो फोटो धेरैबेर हेर्नै परेन। त्यसपछि उनले चिनैकै एक मित्रलाई फोन लगाइन्। निकैबेर चर्काचर्की कुरा भयो। उनले कोसँग कुरा गरिन् भनेर बहिनीलाई समेत थाहा भएन। त्यसको केही मिनेटमा रेनुको त्यो तस्बिर फेसबुकबाट हट्यो। तस्बिर हट्यो तर रेनुको परिवारमा भने तनाव यथावतै थियो। ‘यो कसरी भयो’ भन्दै रेनुका बुवा उफ्रिँदै थिए। ‘मलाई थाहा भएन, कसैले फेसबुक ह्याक गरेर त्यस्तो फोटो बनाएर हालेको होला’ भन्दै रेनु रुँदै थिइन्। रेनुका बुबाको एक प्रहरी अधिकृतसँग राम्रो सम्बन्ध रहेछ। उनले सल्लाह लिए। रेनुको परिवारको घटना बाहिर नआहोस् भन्ने थियो। त्यसलाई मध्यनजर गर्दै ती प्रहरी अधिकृतले कास्कीका एक जना असईसँग कुरा गरेर सहयोग गर्न भने।

ती असईले रेनुको परिवारलाई भेटे। कुराकानी गरे। कास्की प्रहरीमै उजुरी दियो भने ठिक हुने सल्लाह थिए ती असईले। भोलिपल्ट प्रहरीकहाँ उजुरी दिने निधो गरे। घटनाले ठूलो रुप लिने भयो भनेर रेनुलाई रातभर निद्रा लागेन। अन्ततः उनले घटनाको बारेमा आफ्नो आमासँग कुरा गरिन्। रेनुकै लापरबाहीका कारण घटना भएको परिवारलाई प्रस्ट भयो, तर दोषी भने अरु कोही थियो।

मालेपाटनका १९ वर्षीय सम्राटले उनीसँग प्रेम सम्बन्ध बिग्रिएका कारण त्यस्तो ताण्डव मच्चाएका रहेछन्। ती प्रहरीको सहयोगमा सम्राट र उनका परिवारलाई भेटेर समस्या समाधानतर्फ लागे । सम्राटसँग रहेको रेनुको सम्पूर्ण फोटो डिलिट गर्न लगाइयो। घटना असोज ३ गतेको हो। रेनु र सम्राटको चारमहिने प्रेम सम्बन्ध गत भदौमा छुटेपछि रिसले चुर सम्राटले फोसबुकमा रेनुको यस्तो फोटो हालेका रहेछन्। रेनु र सम्राटबीच एक–अर्काको फेसबुक आइडी र पासवर्ड पनि साटासाट भएको रहेछ। सम्बन्धमा रहुन्जेल दुबैले एक–अर्काको फेसबुक खोलेर चलाउँदा रहेछन्। सम्बन्ध चिसिन थालेपछि सम्राटले आफ्नो पासवर्ड चेन्ज गरे तर रेनुले त्यसबाट सोच्न भ्याइनन्। जुन तस्बिर सम्राटले रेनुको फेसबुकबाट हाले त्यो फोटो पनि प्रेम सम्बन्ध हुँदा रेनुले आफ्नो घरमै खिचेर सम्राटलाई पठाएकी रहिछन्। छोटो अवधिमै विश्वास गर्नु रेनुका लागि निकै घातक भयो।

रेनुले स्वयं नभनेको भए प्रहरीलाई पनि यो घटना टाउको दुखाइ बन्न सक्थ्यो। रेनुको परिवारले प्रहरीकहाँ उजुरी दिएको भए विद्युतीय ऐन (साइबर क्राइम) अन्तर्गत सम्राटलाई मुद्दा चलाउनु पर्थ्यो। सम्राटले सामान्य लिएको यो घटनाले उनको भविष्यमै ठूलो असर पर्न सक्थ्यो। प्रायः व्यक्ति यस्तै सामान्य ठानेर गरेगरिएको साइबर सम्बन्धि घटना कास्कीमा धेरै छन्। एक वर्षअघि पोखरा सिम्पानीका एक बालक अञ्जानमा प्रहरीको फन्दामा परे। कक्षा ८ मा पढ्ने ती बालकले नेपाली सेनाको वेवसाइटै ह्याक गरेका थिए।

केन्द्रीय अपराध अनुसन्धान ब्युरोबाटै प्रहरी खटिएर उनलाई पक्राउ गरेर थप अनुसन्धनको लागि काठमाडौं लगे। केही महिनाअघि यसरी नै सामाजिक सञ्जालमा गाली बेइज्जती गरेको भन्दै जिल्ला खेलकुद विकास समितिका अध्यक्ष याम गुरुङले खेलकुदकै पूर्वअध्यक्ष खेमचन्द्र गुरुङविरुद्ध कास्की प्रहरीकहाँ उजुरी दिएका थिए। त्यसपछि प्रहरीले दुबै पक्षलाई बोलाएर छलफल गरायो। अन्ततः पूर्व अध्यक्ष खेमचन्द्र गुरुङले आफूले अन्जानमा गल्ती गरेको भन्दै खेमसँग माफी मागेपछि समस्या समाधन भएको थियो।
यी घटना त उदाहरण मात्र हुन्। कास्की प्रहरीकोमा यस्तै प्रकृतिका १२ वटा घटनाको उजुरी परेको जिल्ला प्रहरी कार्यालय कास्कीका प्रवक्ता डिएसपी गजुसिद्धि बज्राचार्यले जानकारी दिए। यस्तो घटनाले पीडितलाई निकै समस्यामा पार्ने गरेको बज्राचार्यले बताए । ‘यस्तो घटनाले आर्थिक र भौतिक रुपमा असर नपारे पनि पीडितको इज्जत र प्रतिष्ठासँग जोडिएको हुन्छ,’ उनले भने, ‘यो नयाँ प्रविधिको समस्या हो, त्यही भएर यसको प्रयोग गर्नु भन्दाअघि आफू बच्नुपर्छ ।’ विश्वास भयो भन्दैमा जो पायो त्यहीलाई पासवर्ड दिन नहुने उनको सुझाव थियो। ‘फेसबुकले मान्छेको अनुहार चिन्दैन, त्यसले जोसँग पासवर्ड छ उसैले खोल्न सक्छ,’ उनले भने, ‘त्यही भएर सम्बन्धित मान्छे सचेत हुन जरुरी छ।’
पछिल्लो समय जटिल समस्याको रुपमा साइबर क्राइम देखा परेको डिएसपी बज्राचार्यले बताए। ‘इन्टरनेट वा सामाजिक सञ्जाल सम्बन्धी कुनै पनि व्यक्ति पीडित छ भने उसले प्रहरीकहाँ साइबर क्राइम अन्तर्गत मुद्दा दर्ता गराउँछ,’ उनले भने, ‘घटना सामान्य भएपछि पत्ता लगाएर दोषीलाई पक्राउ गर्ने काम हाम्रो हो।’

यस सम्बन्धि मुद्दा चलाउन काठमाडौं नै जानुपर्ने उनले बताए। ‘नेपालमा साइबर अपराध सम्बन्धि हेर्ने एउटा मात्र अदालत काठमाडौंमा छ,’ उनले भने, ‘म्याद थप गर्ने त्यही नै जानुपर्ने भएकाले उतैबाट मुद्दा चलाउनुपर्छ।’

The roads were then closed in order to rescue the injured animal. It was

expecting for a help and people were also trying their best to help the

the pain. It was a much unexpected accident and the poor animal was

Baitadi District historical name “Bairath” , a part of Province No. 7, is one of the seventy-five districts of Nepal. The district, with Dasharathchand as its district headquarters, covers an area of 1,519 km2 and has a population of 250,898 according to the census( 2011). Deepashree Niraula’s debut feature, Chhakka Panja, defied the odds on a wet and rainy weekend to become one of the highest grossing Nepali movies of the year. Having joined the illustrious Rs 1 crore club on Saturday, the movie has ended up grossing north of Rs 25,000,000 over the weekend. The movie hit the screens on Sept 9.

“The response that we have received for the movie has been quite overwhelming,” Niraula said in a conversation with the Post, “Around the country, the people are saying that the ‘rains couldn’t dampen Chhakka Panja’. We knew that the movie would do well, but the phenomenal response we have received has the cast and crew positively over the moon.”

The film features a 60-person ensemble cast with popular names like Deepak Raj Giri, Shivahari Poudel, Jeetu Nepal, Kedar Ghimire, Buddhi Tamang, and Priyanka Karki in lead roles. The movie which recants a tale of migrant Nepali workers has struck a chord with audiences in both multiplexes in urban centres and single screen halls and remained sold-out all weekend. A landslide triggered by incessant rains has blocked a road near Sapatakoshi Bridge connecting Sunsari and Udayapur districts, halting vehicular movement for the past three days.On Tuesday, mud and rocks fell from Krishna Bhir, blocking the Chatara-Barah Chhetra road section.
Passengers heading from Dharan to Bhojpur, Dhankuta, Udayapur and Barah Chhetra have been left stranded due to the landslide.Barah Chhetra is a popular pilgrimage site.
“The new Saptakoshi Bridge connects Sunsari and Udayapur. The road was always at risk due to lack of adequate measures to control landslides,” said Raju Ghimire, a local. According to him, vehicular movement along the Udayapur-Barah Chhetra section has come to a halt for the past three days after the landslide. “Locals have cleared the debris to some extent and formed a temporary path for pedestrians,” he said.Due to the road obstruction, people travelling for the Dashain festival are facing a hard time.Another local Ramesh Bista said that there are landslides at half a dozen places along the Chatara-Barah road.

काठमाडौ, २ कात्तिक । नेपाली कांग्रेस सभापति शेरबहादुर देउवाले केन्द्रीय कार्यसमिति बैठक बिहीबार बोलाएपछि पदाधिकारी प्रस्ताव हुने सम्भावना बढेको छ । पदाधिकारी मनोनयनका विषयमा धेरै टीकाटिप्पणी उठ्न थालेपछि देउवा तत्कालका लागि उपसभापति थाँती राखेर महामन्त्री र सहमहामन्त्रीको मनोनयन प्रक्रिया अघि बढाउने तयारीमा जुट्नुभएको स्रोतको भनाईछ । उपसभापतिमा विमलेन्द्र निधि र खुमबहादुर खड्काको मुख्य दाबी रहँदै आएको छ । देउवा निधिलाई उपसभापति बनाउने पक्षमा रहनुभएको छ ।
तर, आफूलाई उपसभापति बनाउन दबाब दिँदै आएका खड्काले उपसभापति थाँती राखेर महामन्त्री र सहमहामन्त्रीको मात्रै मनोनयन प्रक्रिया स्वीकार नगर्ने चेतावनी दिदै आउनुभएको छ । जसका कारण पदाधिकारी मनोनयन प्रक्रिया तत्काल अघि नबढ्ने करिब निश्चित भएको हो ।

यस्तै सरकारले चीनसँग यस अघि भएका सन्धि सम्झौता कार्यान्वयन गर्न चासो नदेखाएको आरोप पनि अधिकारीले लगाउनुभयो । सरकारले पारवहन लगायत सम्झौता पालना नगरेकै कारण चिनियाँ राष्ट्रपति सि जिनपिङको नेपाल भ्रमण स्थगित भएको उहाँको आरोप छ ।

A jeep carrying seven people including former Home Minister Madhav Prasad Ghimire has plunged into the Trishuli river in Chitwan district at around 4 pm Sunday. Three people including Ghimire have gone missing and his mother and two others have been found dead. Driver of the ill-fated jeep, police head constable Bishnu Rai has been badly injured in the accident. The jeep (Ba 9 Cha 1531) en route to Kathmandu went missing as it tumbled into the river at Ghoptebheer of Dahrechok in Chitwan. According to Chief District Officer of Chitwan, Binod Prakash Singh, security personnel have retrived the bodies of Ghimire’s mother Chaitanya Kumari, Armed Police Force Sub-Inspector Ram Chandra Karki and Ghimire’s nephew Narayan Kafle.

माथिल्लो मनाङसम्म मोटरसाइकलमा पुग्न सकिने भएपछि गन्तव्य मनाङ बनाएर अधिकांश आन्तरिक पर्यटक आएको गुरुङले बताए । पछिल्लो समय मनाङमा पुगेका पर्यटक सजिलै तिलिचो तालसम्म पुग्ने गरेका छन् ।“धेरैजसो आन्तरिक पर्यटक तिलिचो जानका लागि आएका छन्, केही चाँहि थोरङला पनि गएका छन्” गुरुङले भने । सडक सञ्जालले मनाङमा पर्यटकको आगमन घट्ने अनुमान गरिए पनि पछिल्लो समय आन्तरिक पर्यटक आगमनमा उल्लेख्य वृद्धि भएको छ । दैनिकजसो विदेशी तथा आन्तरिक पर्यटकको आगमन बढ्न थालेपछि मनाङका पर्यटन व्यवसायी उत्साहित भएका छन् ।

“सडक बनेपछि पैदलयात्री आउँदैनन् कि भन्ने धेरैको अनुमान थियो” गुरुङले भने “तर अहिले आन्तरिक पर्यटकको ओइरो लागेको छ ।” विश्व प्रसिद्ध थोराङला पासको लागि जाने पर्यटक हिमाली जिल्ला मनाडमा कम्तीमा दुई दिनसम्म बस्ने गर्दछन् । सिजनमा दैनिक २०० को हाराहारीमा आउने पर्यटकबाट स्थानीय व्यवसायीले राम्रै आम्दानी गर्ने गरेका छन् ।

संविधान कार्यान्वयन भनेको सरकारले स्थानीय, प्रदेश र राष्ट्रिय सभासहित केन्द्रको चुनाव गराउने हो हामी त्यो दायित्व पूरा गर्न लागिपरेका छौँ, मन्त्री भण्डारीले भने– “स्थानीय निर्वाचन यही संरचनाभित्र भएपनि गर्नुपर्छ ।” स्थानीय तहको पुनःसंरचनाका विषयमा संवैधानिक आयोग र सरकारबीचको केही कुरा मिल्न बाँकी छ कुरा मिलेन भने पनि चुनाव गर्नुपर्ने उनको जिकिर छ ।

चितवन, २ कात्तिक । स्क्रब टाइफसका कारण चितवनमा थप एक बालिकाको मृत्यु भएको छ ।कालिका नगरपालिका–६ निवासी १३ वर्षीया बालिकाको स्क्रब टाइफसका कारण मृत्यु भएको चितवन मेडिकल कलेजले जनाएको छ । अस्पतालका निर्देशक डा दयाराम लम्सालका अनुसार सामान्य ज्वरो आएपछि उनलाई भदौ २८ गते अस्पतालमा भर्ना गरिएको थियो । उनको उपचारका क्रममा सोमबार मृत्यु भएको अस्पतालले जनाएको छ ।योसँगै चितवनमा स्क्रब टाइफसका कारण मृत्यु हुनेको सङ्ख्या तीन पुगेको जिल्ला जनस्वास्थ्य कार्यालय चितवनका कीट नियन्त्रक राम केसीले जानकारी दिए ।यसअघि दुईजना महिलाको पनि चितवन मेडिकल कलेजमा उपचारका क्रममा मृत्यु भएको थियो । हालसम्म चितवनका विभिन्न अस्पतालमा उपचारका लागि आएका बिरामीको नमुना परीक्षण गर्दा स्क्रब टाइफस प्रमाणित हुनेको सङ्ख्या २१९ पुगेको छ ।

This was a pleasant surprise. We discussed various bilateral issues and full implementation of deals that Nepal and China had sealed in the past,” he said.He said he also discussed President Xi’s prospective visit to Nepal, constitution implementation and conclusion of the peace process in Nepal.According to Dahal, when he had talked one-on-one for around 20 minutes with President Xi, the Indian prime minister entered the room.“I wanted such a meeting,” he said, terming it a ‘rare and pleasant surprise’.
“I was sitting on a couch between the two leaders — south of Xi and north of Modi — just like Nepal’s geographical position,” he described.During the meeting, Dahal said he stated that lord Buddha had connected Nepal, China and India culturally for centuries, and new technological innovations had deepened this connection further in recent times.
He clarified it was not a pre-planned meeting. “I stressed that trilateral cooperation would help Nepal benefit from their economic growth and development,” he stated.Dahal also said he held meetings with leaders of various nations, including South African President Jacob Zuma and the Sri Lankan president.Meanwhile, he said he held talks with other members of the South Asian Association for Regional Cooperation with the objective of creating an environment conducive to holding the postponed 19th SAARC Summit at the earliest.

Pitching Nepal as a “dynamic bridge” between India and China, Prime Minister Prachanda floated a proposal for a trilateral strategic partnership during a meeting with Indian counterpart Narendra Modi and Chinese President Xi Jinping, a media report here said today.Pushpa Kamal Dahal ‘Prachanda’ during the trilateral meeting held on the sidelines of the BRICS Summit yesterday expressed Nepal’s desire to act as a “dynamic bridge” between the two Asian giants and to reap the benefit of playing such a role, The Himalayan Times reported along with a photo of the meeting.Prachanda “floated a proposal for trilateral strategic partnership among the three countries”, which Modi and Xi acknowledged as ‘significant’ and said they were positive towards it, the report said, citing a statement issued by his secretariat on the Prime Minister’s personal website.

नेपालका तत्कालीन परराष्ट्रमन्त्री महेन्द्रबहादुर पाण्डेले ०७३ साउनभित्र बिमस्टेकका सात देशका राष्ट्रप्रमुख वा सरकार प्रमुखको चौथो शिखर सम्मेलन नेपालमा आयोजना गर्ने घोषणा ०७२ साउन ५ मै गर्दै त्यसको भव्य तयारी सुरु हुने जानकारी गराएका थिए । बिमस्टेकले बहुपक्षीय प्राविधिक तथा आर्थिक सहायतासम्बन्धी बंगालको खाडीको प्रयासलाई जनाउँछ, जसको नेपाल पनि सदस्य रहिआएको छ ।
प्रधानमन्त्री पुष्पकमल दाहालले सत्तारोहण गरेपछिको पहिलो २७ दिनभित्र असोज २९ देखि भारतको दोस्रो औपचारिक भ्रमण गरी गोवामा हुने ब्रिक्स–बिमस्टेक विस्तारित शिखर सम्मेलनमा भाग लिँदै हुनुहुन्छ ।
०७२ साउन महिनादेखि ०७३ असार मसान्तसम्म परराष्ट्र मन्त्रालयले शिखर सम्मेलनको पूर्वतयारीस्वरूप प्रबन्धकीय कार्यमा ठूलो परिमाणमा देशको आर्थिक स्रोत अपव्यय गरेर अन्ततः ०७३ साउनमा बिमस्टेक शिखर सम्मेलन नगर्ने निर्णय गरेको थियो । नेपालले ६ महिनाको तयारीपछि एक्कासि बिमस्टेक शिखर सम्मेलनको आयोजना गर्ने विषयबाट हात किन झिक्यो ? प्रश्न अनुत्तरित र अनौठो छ । यसबाट बंगालको खाडी क्षेत्र र दक्षिण एसियाको क्षेत्रीय राजनीतिमा पर्दा पछाडिको खेलको पटाक्षेप भएको प्रतीत हुन्छ । नेपाल केही समययता कूटनीति सञ्चालनका परिबन्धमा फस्दै गएको देखिन्छ ।
नेपालले के–कति कारणले बिमस्टेकको चौथो शिखर सम्मेलन आयोजना गर्न सकेन भन्नेबारे भने नेपाल सरकारले अन्तर्राष्ट्रिय समुदाय र नेपाली जनतालाई आधिकारिक रूपमा कुनै जानकारी गराएको छैन । साथै नेपालको व्यवस्थापिका संसद्समेत नेपाल सरकारबाट राष्ट्रकै स्वाभिमान र गरिमा घटाउने यस प्रकारको हरकत हुँदा पनि मुकदर्शक भएर बसेकोमा देशको परराष्ट्र नीति र अन्तर्राष्ट्रिय मामिलाको सञ्चालनमा गम्भीर समस्या र त्रुटि भएको स्पष्ट हुन्छ । यी समस्या र त्रुटिको उत्तरदायित्व बोक्न सायद कोही पनि तयार भइसकेको छैन ।
नेपालले अध्यक्षका रूपमा क्षेत्रीय कूटनीतिक पहिचान कायम गर्न नसकी बिमस्टेकको पूर्वनिर्धारित शिखर सम्मेलन गर्न विफल भएको त्यो अपूर्व अवसरलाई भारतीय प्रधानमन्त्री नरेन्द्र मोदीले आफ्नो पक्षमा ‘सिज’ गरिदिए । मोदी बाठा हुन्, वैधानिकतासम्बन्धी प्रश्न उठ्ने भएकाले उनले बिमस्टेकको सट्टा गोवा बैठकलाई ‘ब्रिक्स–बिमस्टेक विस्तारित शिखर सम्मेलन’ नामकरण गरेर परोक्ष रूपमा बिमस्टेकको अध्यक्षतासमेत आफ्नो हातमा पारे ।
अध्यक्षका रूपमा नेपाल विफल
०७२ साउनदेखि ०७३ साउनसम्ममा बाग्मतीमा धेरै पानी बगिसकेको छ । यस अवधिमा नेपालले बिमस्टेकको अध्यक्षको हैसियतमा कुनै पनि सदस्य राष्ट्रलाई बिमस्टेकको साझा धारणा, आसन्न शिखर सम्मेलनको घोषणापत्र र विभिन्न समझदारीपत्रका अन्तरवस्तुबारे सहमति गराउन नसकेको मात्र होइन, अध्यक्षको हैसियतले नेपालले बिमस्टेकको बंगलादेशको ढाकामा स्थायी सचिवालयको प्रबन्ध नगरेकामा र त्यसको निराकरणका लागि ‘सटल डिप्लोम्यासी’मार्फत प्रयाससमेत नगरेकोमा सदस्य राष्ट्रबीचमै नेपालको कार्यप्रति असन्तुष्टि रहेको छ ।
बिमस्टेकको अध्यक्षता गर्ने नेपालले बिमस्टेकको शिखर सम्मेलन नगराउने र नेपालले नै दक्षिण एसियाली सहयोग संगठन (सार्क) को अध्यक्षता गरेको वेलामा सार्कको १८औँ शिखर सम्मेलन पनि पाकिस्तानमा आयोजना नहुनु नेपालको कूटनीतिक असफलताको परिणाम हो ।
सार्कको पाकिस्तानमा हुन लागेको १८औँ सार्क शिखर सम्मेलन करिब एक महिनाअघि पाकिस्तानतिरबाट आतंककारीले उरीस्थित भारतीय सैनिक अखडामा हमला गर्दा १८ जना भारतीय सैनिक मारिएपछि दुई देशबीच एकाएक तनाव उत्पन्न भएको थियो । यसलाई कारण बनाई भारतले पाकिस्तानमा नोभेम्बर ९ र १० मा हुने तय भएको १८औँ शिखर सम्मेलनमा सहभागिता जनाउन अस्वीकार गरेको थियो । लगत्तै शिखर सम्मेलन गर्ने उपयुक्त वातावरण नभएको जनाउँदै भुटान, बंगलादेश र अफगानिस्तानका साथै पछि श्रीलंकासमेतले सम्मेलनमा सहभागी नहुने जनाएका थिए ।
यसअघि मधेस आन्दोलन, नेपाल–भारत सीमाक्षेत्रको अवरोध र समावेशी संविधानको खोजीमा अहिलेसम्म छिमेकी देश भारतसँगको सम्बन्ध सामान्यीकरण हुन सकेको छैन भने ‘अल वेदर फ्रेन्ड’ (सबै मौसमको मित्र) मान्दै आएको चीनका राष्ट्रपति सी जिन पिङबाट अनुनय–विनयका बाबजुद पनि नेपाल भ्रमण नहुनुले नेपालको कूटनीतिक ‘ब्रेकडाउन’ भएकोमा शंका छैन ।
नेपालको भूराजनीतिक अवस्थितिका कारण नेपालको छिमेक–सम्बन्ध द्विपक्षीय मात्र नभएर बहुपक्षीय र क्षेत्रीय अन्तरसम्बन्धको विषयवस्तु पनि हो । यसैले यी यावत् अनुत्तरित प्रश्नको जवाफ दिने उत्तरदायित्व सार्क र बिमस्टेकका अध्यक्षसमेत रहनुभएका नेपालका वर्तमान प्रधानमन्त्री पुष्पकमल दाहाल प्रचण्डमाथि आइलागेको हो । उहाँले हाल राज्यको प्रतिनिधित्व गर्ने भएकाले पूर्ववर्ती प्रधानमन्त्री स्व. सुशील कोइराला र केपी शर्मा ओलीका अन्तर्राष्ट्रिय दायित्वसमेत दाहालले नै पूरा गर्नुपर्छ । तर, दाहाल स्वयं नै मित्रराष्ट्र र सहयात्री राजनीतिक दलका नेतृत्वको विश्वासको संकटमा पर्नुभएको छ ।
सार्क वा बिमस्टेकको उद्देश्य एउटै : क्षेत्रीय आर्थिक आबद्धता
सार्क स्थापना भएको ३१ वर्षमा अन्तर–क्षेत्रीय व्यापार कारोबार कुल आयात–निर्यातको पाँच प्रतिशतमा मात्रै सीमित रहेको छ भने बिमस्टेक स्थापना भएको १९ वर्षमा अन्तर–क्षेत्रीय व्यापार कारोबार कुल आयात–निर्यातको ६ प्रतिशतभन्दा अलिकति बढी छ । ७० वर्षअघि कुल आयात–निर्यातमा दक्षिण एसियाली मुलुकबीच परस्पर २० प्रतिशतबराबर व्यापार हुन्थ्यो भने आज दक्षिण एसियाली मुलुकबीच पारस्पारिक व्यापार घटेर पाँच प्रतिशतमा सीमित भएको छ । यस तथ्यले दक्षिण एसिया क्षेत्र आर्थिक कारोबारको दृष्टिमा विश्वमै सबैभन्दा ‘कम एकीकृत’ भौगोलिक क्षेत्रका रूपमा रहेको देखिन्छ ।
ब्रिक्स–बिमस्टेक विस्तारिक शिखर सम्मेलनमा नेपाल
विश्वका उदीयमान शक्ति राष्ट्रका रूपमा विकास भइरहेका ब्राजिल, रुस, भारत, चीन र दक्षिण अफ्रिकाद्वारा संस्थापित ब्रिक्स शिखर सम्मेलनमा नेपालले आमन्त्रित अतिथिका रूपमा भाग लिन लागेको यो पहिलोपटक हो । ब्रिक्स–बिमस्टेक विस्तारित शिखर बैठक हुन लागेकै पहिलोपटक भएकाले यसमा स्वाभाविक रूपमा ब्रिक्सका पाँच सदस्य राष्ट्रलगायत बिमस्टेकका सदस्य देशहरू नेपाल, बंगलादेश, भुटान, भारत, म्यान्मार, श्रीलंका र थाइल्यान्डका सरकार प्रमुखको सहभागिता रहनेछ । बिरलै प्राप्त हुने यस प्रकारको निकटस्थ उच्चस्तरीय भेलाको सदुपयोग प्रधानमन्त्री दाहालले नेपालको राष्ट्रिय हितमा गर्नुपर्छ, चाहे ती छिमेकी देशसँग गाँसिएका विषय हुन् अथवा क्षेत्रीय र अन्तर्राष्ट्रिय मामिलामा गाँसिएका विषय नै किन नहुन् ।
ब्रिक्समा चीनको सबल उपस्थिति रहेका कारण पाकिस्तानलाई एकतर्फी रूपमा एक्ल्याउने प्रयास त्यति सहज छैन । यद्यपि, भारतीय प्रधानमन्त्री नरेन्द्र मोदीका लागि पाकिस्तानविरुद्ध कूटनीतिक आक्रमण गर्ने ब्रिक्स–बिमस्टेक संयुक्त शिखर सम्मेलनभन्दा उपयुक्त मञ्च अर्को हुन सक्दैन । यसमा नेपालको तटस्थताले नै सार्कको भविष्य निर्धारण गर्नेछ ।
शीतयुद्धका वेला देशहरू राजनीतिक वा सामरिक गठबन्धनमा सरिक हुन्थे भने आजकाल देश आर्थिक विकासका लागि एकीकृत हुने गरेका छन् । यसैले कुनै पनि क्षेत्रीय सहायता संगठनको मूल उद्देश्य नै ‘इकोनोमिक इन्टिग्रेसन’ (आर्थिक आबद्धता) गर्नु हो । यदि यसो हुन सक्दैन भने क्षेत्रीय संगठनको उपादेयता खासै रहन्न । नेपालको सम्पूर्ण प्रयास चीनसहित बिमस्टेकलाई साझा बजार बनाउने दिशातर्फ उन्मुख हुनुपर्छ ।
ब्रिक्स–बिमस्टेकको संयुक्त विस्तारित शिखर सम्मेलनमा बिमस्टेकका सदस्य राष्ट्रका जनताबीच एक–अर्को मुलुकमा भिसारहित आवागमन सुविधा र एक सदस्य राष्ट्रबाट दोस्रो सदस्य राष्ट्र वा राष्ट्रहरू भएर तेस्रो सदस्य राष्ट्रसँग जलमार्ग, हवाई, रेल, सडक, पाइपलाइन, प्रसारणलाइन वा सुरुङमार्ग मार्फत ‘डाइरेक्ट कनेक्टिभिटी’ (प्रत्यक्ष आबद्धता) को निर्बाध अधिकार र सुविधा प्रदान गर्ने गरी प्रधानमन्त्री दाहालले विशेष प्रस्ताव अघि सार्नु क्षेत्रीय सहायतामा ऐतिहासिक कदम हुनेछ ।
खासगरी, नेपालको पूर्वी सिमाना र बंगलादेशको उत्तरपश्चिमी सिमानाबीचको ५४ किलोमिटर क्षेत्र, जसलाई भारतले ‘चिकेन नेक’ पनि भन्ने गरेको छ, सो क्षेत्रमा नेपाल र बंगलादेशलाई जुनसुकै प्रकारका परिवहन र प्रसारण माध्यम सञ्चालन तथा पूर्वाधार प्रणाली विकास गर्न भारतसँग ‘ल्यान्ड ट्रान्जिट एवं एयर करिडोर’ दीर्घकालीन लिजमा लिनेतर्फ संयुक्त पहलकदमी लिनु बंगलादेशका प्रधानमन्त्री शेख हसिना वाजेद र नेपालका प्रधानमन्त्री पुष्पकमल दाहालका लागि कोसेढुंगा बन्नेछ । यस्तो प्रस्ताव अन्तर्राष्ट्रिय सम्बन्ध, विकास र समृद्धिको प्रवद्र्धनका लागि ‘कनेक्टिभिटी’ मा अनवरत जोड दिने भारतले छिमेक नीति र अन्तर्राष्ट्रिय कानुनविपरीत अस्वीकार गर्नेछैन ।

History of piped water supply system development in Nepal dates back to 1895 A.D., when the first Bir Dhara system (1891-1893) was commissioned. The system also led to establishment of Pani Goshowara Adda and it provided limited private and community standpipes in few selected parts of Kathmandu.
BirdharaThe water service were then gradually extended to few other prominent places like Amalekhgunj, Birgunj, Palpa and Jajarkot . The sector received a fair priority in the First Five Year Development Plan, which started in 1956, but the sector activities were placed under the Department of Irrigation for a long while until the Department of Water Supply and Sewerage (DWSS) was formally established in 1972. Since it’s establishment the department has been providing lead inputs in the development of water supply and sanitation programs throughout the country. Initially DWSS was limited to constructing comparatively larger water supply systems in the district headquarters and urban centers but it gradually expanded to have a nationwide network to serve all kinds of settlements – urban, semi-urban and rural areas. Today DWSS is providing a nationwide service through its 5 regionl ,48 Divisional and 22 Sub-divisional offices spread throughout the country. DWSS has strength of about 1660 staff with a fleet of more than 170 Professional who have expertise in Engineering, Chemistry, Sociology, Finance, Administration etc.
The water sector and the DWSS underwent a major restructuring in 1990 when the sector activities were streamlined by defining DWSS as the lead agency in the sector. All water supply and sanitation programs split between DWSS and Ministry of Local Development (then MPLD) were consolidated to provide one window projects delivery through DWSS. This proved a major step in sector development as demonstrated by that the existing national water supply coverage of 37% in 1990 has been expanded to over 80% as of today. Similarly, the sanitation coverage- defined as access to safe excreta disposal facility- has been expanded from about 6% in 1990 to over 62% now. After the unified program implementation approach, it has been possible to achieve worthwhile sustainability of water supply and sanitation services through active participation of benefiting community in the planning and implementation process during projects construction and by entrusting the regular operation and maintenance of these systems to the local users committees.

Firmly established in Mumbai, the Indian film industry, or Bollywood, employs hundreds of thousands of people and has been growing by 10 percent annually. By 2016, its revenue is expected to reach $4.5 billion, according to DI International Business Development.
Bollywood took a leap forward in 2001 when it gained “industry status” that allowed banks to lend to it. Since 2004, its gross receipts have almost tripled. And it is not only about the money; the power of films to contribute to social change is also well documented.The Nepali film industry has come a long way since the first movie, Aama, was made in 1964. The quality of the films being produced seems to be improving in recent years and more and more people are watching them. Huge numbers of people outside the country are also contributing to the sales, with Nepali movies being screened in countries like Qatar, Dubai and the UK. If the movie industry in the country is formalised like in India, it will encourage more independent and creative movie makers.If films are based on contemporary subjects and have good content and presentation, they will do well, not only domestically but also internationally. Recent successes of a number of Nepali movies stand testament.

The MoFALD today issued a circular to this effect to the DDCs in response to the concern expressed by the Ministry of Water Supply and Sanitation towards the tendency of making ODF zone declarations ‘’extravagant and showy in a manner, eclipsing the spirit and sustainability of the nationwide campaign’’.
The DDCs were celebrating ODF zone declaration with paid musical band, cultural procession and a lavish feast; tapping into development funds at the VDC and municipal level. “The MoFALD has directed the DDCs to make such functions economical and invite local high-profile persons as the chief guest and special guest for the programme,” said an official at the Environmental Management Section of the MoFALD.Similarly, the MoFALD said that guests could only be invited from places other than the local ones if their organisations bear the transport fare and other expenses. It has also stressed on massive participation of local user groups, communities, schools and organisations.
In 2011, the government and political parties took an oath to initiate this campaign and make Nepal Open Defecation Free by 2017. For this, the government developed a National Sanitation and Hygiene Master Plan (2011-17), which sets an ambitious target of achieving 100 per cent Total Behaviour Change with ODF and 11 other WASH (Water, Sanitation and Hygiene) relation indicators across all 75 districts.Data collected from the 2011 Census, indicates that access to improved water supply and sanitation stands at 85 per cent and 62 per cent respectively. This shows that Nepal has surpassed the MDG commitments both on water supply and sanitation.
